Is this strap suitable for a 2x9 pressure treated pine?

When it says "Designed for connections between 3-1/2 in. or larger wood members.
Splitting may be a problem with installations on lumber smaller than 3-1/2 in..",
is that to say that it should not be used on say, a 2 x 9 ?
Obviously I wouldn't try attaching to the 2" edge, but is it okay for the 9" wide side, or would the 16d nails risk cracking wood that's only 2" thick?
I know I must stagger the nails if grain is horizontal, or relatively straight if grain is diagonal.
