Answer:
It would have been nice if the product overview would have specified that this product requires top support, and they should remove the word "posts" when describing the "GALVANIZED COLUMN BASE." or, maybe add top supported post.

First of all, the CB bases are not intended for fence applications. We do not have any load rated post bases that we recommend for non-top supported installations. Non top-supported structures such as railings, unbraced carports, fences, arbors, free standing posts, etc. need to resist lateral loads such as wind, earthquake, climbing kids, people leaning, etc. at the top. Non top-supported structures such as railings, unbraced carports, fences, arbors, free standing posts, etc. need to resist lateral loads such as wind, earthquake, climbing kids, people leaning, etc. at the top. Those lateral loads at the top of post translate to significant moment loads at the bottom. We do not have a base rated to resist these moment loads. The E-Z Base products are the only bases we offer that are intended for fence applications though they are not tested/load rated and it would be up to the designer to evaluate the suitability of these connectors for the specific application.
We are unable to advise on the concrete design (this would be per the Designer/Engineer of Record). Your local building department may also be able to assist with minimum requirements. Thank you!

It is also available with the HDG finish (CB44HDG) which provides a MEDIUM level of corrosion protection, and in stainless steel (CB44SS) which provides a HIGH level of corrosion protection. It would be up to the Designer/Engineer of Record to specify the appropriate finish based on what type of treatment is being used, the amount, others chemicals present, the environment it will be installed in, etc. The following guidelines will provided recommendations:

I know this doesn't answer all of your question, however it gives you something to work with, without knowing the environment, chemicals, soil etc. Hope this gets you going in the right direction. Read Less

Answer:
It is up to the Designer to specify the appropriate connectors based on framing layout, demand loads, local building codes, etc., but I can tell you this connector cannot be used in an existing concrete condition (must be cast into the concrete). Thank you!

Rated 5.0 out of 5.0 by flexible for installation in concrete forms . set before pour for better control during pour the product allowed me to have several subcontractors to interface with me without compromising installation January 20, 2016
Rated 5.0 out of 5.0 by well built even though I have a lowes down the road from my house I will drive the extra miles to buy this bracket. I don't like doing things twice. just the shear thickness of these brackets and the use of lage bolts shows that the manufacturer was making these to stand up to anything. January 5, 2016
Rated 4.0 out of 5.0 by Very strong post base This is a heavy gauge steel post base unlike some of the thinner ones HD sells. I've seen many of these type and was pleasantly surprised on how solid they are. They usually don't stock it in the stores so figure a few days lead time when ordering online. December 29, 2015
Rated 5.0 out of 5.0 by Exellent, very strong!!! Super exellent product! Very strong ,heavy gauge, has small and big holes. December 29, 2015
Rated 5.0 out of 5.0 by Simplson's Column Base Supports I am a believer in, and longtime user of Simpson's Strong Tie Products, so I know the product quality is there; that's a given! I've always had good and prompt service with the Home Depot Stores, and now with purchases on line. The website is easy to use, the prices are always fair and competitive, and HD's web system always keeps the customer updated on the delivery status. I would have to give HD, two thumbs up on the overall experience! November 4, 2014
Rated 4.0 out of 5.0 by Sturdy but skewed This base was much better than the ABA bases I used on the same project. Only flaw was that the horizontal part in the middle was not exactly perpendicular to the upper tines, which seemed faulty. Doesn't impact the end result, though. July 15, 2014
