when using this device for fence posts, which direction do you put the bolt holes, in line with the fence, or perpendicular to the fence line?

The CB44HDG is not recommend for non-top supported installations. Non top-supported structures such as railings, unbraced carports, fences, arbors, etc. need to resist lateral loads such as wind, earthquake, climbing kids, people leaning, etc. at the top. Those lateral loads at the top of post translate to significant moment loads at the bottom. The E-Z Base may be an option (please see model FPBB44), but this is not a load rated product. It would be up to the Designer/Engineer of Record to evaluate for the specific fence application. Thank you!

We recommend setting the base first, then pouring and vibrating the concrete around it to prevent voids (air pockets) in the concrete.
