Answer:
hmmmm, just watched a video on this saw and the blade change shown is keyless/wrenchless. you flip that lever thing up near the front of the saw. the allen wrench appears to be for the telescoping shoe adjustment, though that part of the video went a bit quick.
so i'm a bit confused that the Skil rep says the blade lock needs the allen wrench.

Rated 2.0 out of 5.0 by Didn't even last a year. Didn't even last a year at moderate use. (used maybe 4 times) The adjustable foot broke off. Tried 3 months now to get a part from them and then they sent something after some reminders (system glitch they blamed it on) and it was the wrong part. They sent a small screw and we need something more like a bolt to hold the foot together. February 16, 2016
Rated 5.0 out of 5.0 by bad shipping practices The product is great, but Home Depot chose to ship it in only the shelf packaging. On arrival one end of the box was completely missing and the only thing holding the product in was a cardboard end cap. Fortunately the product SEEMS to have suffered no damage. We'll see. This is a replacement saw, replacing the exact same product - it's very powerful and a real workhorse. Bosch now owns Skil and they make very good products. Bosch is a Siemens company. Rated 1.0 out of 5.0 by Blade Lock does not work I opened the box today and tried to use the saw and quickly discovered that blade locking mechanism is not working. Do not know whether it is a bad unit or design flaw. December 28, 2015
Rated 5.0 out of 5.0 by Reciprocating Saw Needed an inexpensive saw for one project and this one was way above expectation. Great saw for small or large projects. Quality above expectation as well. December 8, 2015
Rated 5.0 out of 5.0 by NICE TOOL THE FIRST Reciprocating Saw I have owned. Countless uses for it. November 10, 2015
Rated 4.0 out of 5.0 by 9-Amp Variable Speed Reciprocating Saw 9-Amp Variable Speed Reciprocating Saw Awesome did a number on a tree that fell on my fence used the saw for all cutting including cutting ii would of had t to uses a circular saw on. Never falterd. August 24, 2015
Rated 5.0 out of 5.0 by A good value This a very good medium duty tool. I purchased it to help me rebuild a storm damaged patio deck. The 9 amp motor made short work out of cutting aluminum support pieces and bolts that would have taken me hours to cut with a hack saw. It easily cuts 4 X 4 wooden posts. I have also been using the saw to cut out tree roots that were getting close to the foundation. The blade lock mechanism is easy and quick to use when changing blades. For someone that has plenty of honey dos around the house or remodeling, this tool will do the job. June 11, 2015
