This product is a heat distribution devise that is tied to a boiler. Although the boiler uses fuel and electricity this particular item or part of the system does not. This product is a heat distribution devise that is tied to a boiler. Although the boiler uses fuel and electricity this particular item or part of the system does not. As to what form of heat is the most cost effective, I would need a lot more information to offer an opinion. For example where I live electricity is very expensive and would never use it to heat, where as in other parts of the US it is very reasonable. So to answer this question you would need to know the energy costs in your area. Convert them to one common denominator to compare. Again for example oil is $2.50 a gallon where I am and electricity is .26 cents a kilowatt. As a kilowatt is equal to 3413 BTU's of heat and oil has 144000 BTU's per gallon. Given this we can calculate that oil would need to be $10.96 a gallon to be roughly the same cost as electricity. So again I would calculate the raw energy costs first then decide what type of system works best for you. As to the amount of water used. Hydronic heating systems are closed loop. They use the same water over and over again. So there is no water consumption in the process. Water is the just used at the medium to transport the heat. This makes it even and more comfortable. Answer: 
The end caps are sold separately. This is due to the fact that there are different styles of end caps available depending on your application. And because often multiple pieces of baseboard are run in series. So if you were to use two 7' pieces in series you would only need two end caps not four.

What is the diameter of the pipe in the element?

The website does not say what the pipe size is in the element. On Slant/Fin's site it has products for both 1/2" and 3/4" elements ("Optional Flared element tubes (available in 1/2" or 3/4") facilitate joining sections").

Answer: 
The baseboard sold by The Home Depot is all 3/4". The Slant Fin web site is referring to the fact that they offer 1/2" as a special order but it is very uncommon. 3/4" tube can carry 45000 BTU's by way of 180F water. When the pipe size drops to 1/2" the pipe can only carry 15000 BTU's. As a result you can run 75' of baseboard on a 3/4" zone but only 25' on a 1/2" zone.
