Typically a person utilizing gas will either add a heat exchanger to this type of boiler to heat there domestic hot water or use a separate hot water heater and not run the boiler during the summer. There is no direct relationship between square footage of a structure and the amount of heat it needs. As you can imagine the same home in Alaska would need a lot more capacity than the same home in Florida. The process by which you size a heating appliance is called a heat loss calculation. It takes into account geographic location, building materials, widows etc. There are a number of calculators on line that you can use to determine this. I can not speak with certainty on code issues in specific geographies. I would put that question to the building inspector, code enforcement officer or in some cases the fire department; in your area. In my experience many states do not have requirements for heating installation but do require permits, inspections and licenses to do gas piping as well as the connection of the water supply to the boiler.
