Is this a clear liquid? We have white stones around some of our palms and the iron in granular fertilizer stains the stones.

It is not clear. It is a dark brown, almost black liquid. It will stain your white stones. If you don't want to move your stones before you put down the granular fertilzer, you can try pushing 6-8 holes in the ground with a metal rod at evenly spaced intervals. Pour some granular fertilizer into the holes. I do this for palms surrounded by sod. It helps get the fertilizer to the palm instead of the grass. Keep a reasonable distance from the root ball and don't overdo it.

After spraying two ornamental palms at my front door, later I saw where it left brown spots on my gray concrete. Tried bleach, to no avail. What will remove those brown half dollar size spots?

The stains are likely iron and / or manganese. You could try some Rust Stain Remover that they sell at HD. If it's mostly iron, that should get rid of it. If it's manganese you might have to resort to acid to clean the concrete. If you don't have experience working with acid and using it on concrete, you should probably not go down this path. You might end up with bigger problems than those brown stains. In my experience, the stains will weather away eventually, but it can take quite a long time.

Used as per directions, pouring into soil, modestly spraying foliage and heart of palms. After repeated applications I saw no change in health of either palm trees.

Caution spraying as the spray can stain ! I use it as a fertiziler, just a small amount bi weekly and it is very noticible. Don't forget to use a good mixed slow release fertilizer for palms and DRAINAGE is key with potted palms :)
