I'm adding a new outside light, so running wire from one light receptacle to another, do I need this 12 2 wire or will 14 2 be sufficient ? It will be appx 22 feet

You would need 12 awg if the breaker is rated 20 amps. You can use 14 awg only if the breaker is rated 15 amps. The above advice is based upon the current edition of the National Electric Code (NEC). Free access to the latest version of the NEC is available online at www.nfpa.org/freeaccess. The NEC and local building codes regulate the types of wire and cable that can be used in specific electrical applications, as well as the manner of installation. Check your local building codes before you start any wiring and cable electrical project and be sure to obtain required permits. When your work is complete, always have it inspected for compliance with local codes to ensure that it has been safely installed.

What is the difference between 12-2 CU UF-B cable and 12-2CU UF-C ?

More than likely, UF-C wire would be a typo for UF-B wire. If you've happen to find such, please let us know, and we would be happy to make this correction.
