Can I use this wire to connect from 100 Amp service to my house 100 Amp box

I have a run of about 350 feet from my box to my house...

Yes, you can use 3 - 4/0 aluminum Type USE conductors, but you'll also need a 4th grounding conductor since the panel in your house is technically a subpanel. I'd use #2 aluminum Type USE for the grounding conductor.

can this be used for incoming service to meter base and to main breaker 200 amp

Type USE conductors are direct burial rated and can be used to feed the service underground from the transformer pole or pad mounted transformer to the meter socket. USE conductors cannot be used inside the house (to the main breaker panel) because USE conductors do not have the required fire ratings. The NEC allows either 4/0 aluminum or 2/0 copper to be used for service entrance wiring to a dwelling regardless of the lower amperage ratings mentioned by other posters. Rather than using 3 USE conductors I would use 4-0 - 4-0 - 2-0 URD to the meter socket.

Can this wire be used from the 200 amp panel to a 200 amp sub panel 85 feet away?

4/0 is fine for a dwelling 200 amp branch feeder and is direct burial rated, but USE conductors cannot be used within either building for lack of the required fire ratings. A better choice would be Type XHHW conductors in conduit.

How many wires are there in this cable? Doesn't say 4/0 4/0 2/0 or anything like all the other wires.

Rated 3 out of 5 by from Not as tough as I expected I had to purchase 65 feet of this cable. I installed it in 2" PVC conduit like the power company said to do and when installing it into the conduit the PVC shaves large chunks of the sheathing off the cable because the sheathing is really soft. I found it hard to imagine it could be direct buried with sheathing so soft. The wire does what it should but at almost $2 a foot at my store I thought direct bury cable would be tougher. We have very rocky soil so the sheathing was very important.
