Will this breaker work in an ITE panel that is 40 years old?

Although they may seem to fit, Homeline circuit breakers are not UL Listed for other manufacturer's panels and shouldn't be used in them. To do so is a code violation that any good inspector will spot right away.

I'm afraid not. HOM115CAFIC is Homeline style 15 Ampere 1-pole combination arc fault branch circuit breaker which detects both series and parallel arcs.

Inspector said mine was double tapped

I have these breakers and they appear to be designed to accept 2 copper terminations. My home inspector reported an issue saying these were double tapped. I think the inspector is incorrect since these appear to be designed to accept 2 terminations. Is that accurate?

Yes, you are correct, and the inspector is in error. Square D and 1 other brand manufactures breakers that can safely terminate two conductors per terminal. If you look closely at the face of the breaker, you will see a tiny picture that shows 2 stripped wires with Cu next to it. This means that the terminals are designed for 2 same gauge copper conductors. If you take a breaker out, and examine it's side, there will be a short writing that specifies that one or two conductors of the listed size can be used.
