Answer:
Standard storage water heaters are considered by the NEC as "continuous loads", therefor if the rated load is 54A the breaker and wire must be rated 64.8A.
However, if the manufacturer says a smaller breaker and wire is OK, you can legally follow their instructions.

I am a retried IBEW electrician. The installation instructions should say what size breaker is needed. If you don't have the instructions call the manufacturer and ask because under-sizing the breaker will result in it tripping every time the heater starts and over sizing it may cause a fire if it doesn't trip and the wires overheat. I plan on buying a 50-AMP double throw breaker.... I have a subpanel set up in my detached garage with a 100 AMP service.. I am attempting to set up for a welder LINCOLN Welder.. So I need to know:
1.) What size of wire to use? and what type? three strand? or 4 and what gauge?
2.) What type of three prong outlet would work with the welder? can I use a 4 prong?

*Note: the run is extremely short. Maybe 4 foot. Outlet will be close to box..

Answer:
Four wire #6 Romex is good for 55A so using a 50A 2P breaker should be great.
Use a 4 wire range receptacle and plug.

A typical residential dryer uses a 30A breaker fed by #10 Romex.
