Thank you for your question Pippin. The fillet on a hand rail is a strip of wood that fits at the bottom of the rail. it is designed to be removed and cut down. once your square top balusters are installed to the railing the strip can be used to fill in the space between each baluster. this will provide a seem less look to your hand rail.
