Why can't these stair treads be used outside?

I want to use them as exterior porch steps.

Just got back from my local Home Depot and was able to look at the tread. No way it is for exterior use. I didn't realize it was a thin layer of veneer over a hardwood core. It would delaminate in no time if left outside. I'm not even going to use them inside. I want sold wood only. But I will say the veneer looked quite nice. Might work well with a runner in the middle over the oak tread.

What is the exact length?

Are these exactly 36" long or are they a little bit longer to accommodate stairs that may vary slightly in width?

This tread is approximately 36''. The treads are not exactly uniform.

Are these treads designed to have only one " finish" side?

I purchased 3 of these treads and each leangth has one side with a major unusable flaw like big machined gouged from a sander , imperfect wood pices used or shredded edges.
