Yes, this saw should do a very good job cutting PVC pipe. It might do a better job than a hacksaw because the blade is thicker and stiffer, and thus should make it easier to achieve a nice square and even cut for larger PVC or ABS plastic pipe diameters. Note that special ratcheted knife cutters are available and work best for smaller plastic pipe, say up to about 1 inch IPS...

You could try the manufacturers web site to see if they sell blades only. Simplest solution just buy a new saw after blade cost and shipping it will be probably cost about the same.

I think you just have to purchase a whole new saw with handle to obtain a replacement blade for your 10 inch fine-finish mini utility saw! They are not terribly expensive...

Besides cutting out pieces from a 4 foot by 8 foot sheet of Birch plywood for a furniture project, I needed to cut a bunch of rough Redwood 2" x 6" lumber to length for a planter box. This little saw did a terrific job! It worked FAST with this new tooth grinding pattern, but didn't sacrifice the accuracy I wanted from a small hand saw. Thumbs up for this affordable but excellent woodworking tool!
