Absolutely. The top section has a removable tray if it is not needed. Keep in mind, however, that it is rated at 20 pounds total weight ... you could probably get it up to 25 or 30 pounds.

It is entirely made of plastic, except for the wheel axle - so, the item itself is water proof. As for keeping contents dry, neither the top nor the bottom would seal out water from the contents if this Work Center were to be submerged in water. And, though it would do a mostly satisfactory job if, say, left in the rain, it might still allow some minor dripping: the bottom section's slide-down drawer might leak a little along the left and right edges ... but, a bigger concern would be at the yellow handle releases near the flip-up carrying handle - there are gaps that would likely allow some dripping into the upper section.

This is a very light-duty cart that probably couldn't handle heavy tool transporting - it is rated at 20 pounds. However, it is perfect for transporting supplies to art classes, cake-decorating classes, mobile pet grooming, or perhaps a specialty trade that needs to carry a lot of light weight tools to the job - maybe glass & screen repair, carpet and fabric repair, etc. I picked it up because I needed to transport tools and supplies to a ceramics class. The plastic used on the case is much more sturdy than I expected for a $25 item (on sale). The only downsides I noted were (1) the latches will erratically come unlatched ... just not a good design, and (2) the tote handle is about 6-10 inches too short for a 6-2 person ... but because the top handle is tubular, it can be easily modified by adding a rope or other extension. Overall, this is a go-to pick if you need a portable cart to transport lightweight supplies.

Rated 5 out of 5 by from Stanley work box I had bought this for work as I am a maintenance mechanic for pepsi. This thing fits nicely between the conveyor lines but yet has plenty of room for space. Wheels are very sturdy. Only thing is, the handle is a little short. Wish I could get it to extend 2 more inches so the toolbox didn't hit my feet as I pull it.

I rated this product 2 stars because I knew its limitations and I had a specific use for it propped up against a wall so it can’t fall backwards. If I had not known this going in I would have rated it one or no stars. As others have mentioned, it’s very top heavy with tools in the toolbox. It’s fine when rolling it around or if you have it standing up against something, otherwise it will easily tip backwards. The construction on mine was pretty cheap. One side was not fully snapped together when I got it. I had to snap it together for the door to slide up and down correctly. Additionally, when I loaded the top section with tools it pushed the side walls out and made the one side pop out and then the door stopped sliding up and down correctly. I had to snap it together again and then put a threaded rod through the mid section to keep the walls from popping out again. After this modification the door now works perfectly. Total cost for fix (rod, bolts and washers) additional $6. As others mentioned, you definitely need to have your heaviest things in the bottom section to make your life easier.

The cart has quite a bit of room and the top part seals well for garage storage. The bottom which is meant to hold larger tools, does hold them but kind of in an unorganized way(there's a shelf in the bottom to account for the wheels). It lays flat to put in the back of a car or pick-up which seems great but then everything ends up in disarray, and you really can't drive with it standing up as it will fall over. The top seals we'll, but the plastic is to flexible for the size of the bottom and the sliding door doesn't seal nearly as we'll which comes off it's non-existent tracks with use. Case in point, after the cart spent a winter in the garage(NY weather), the tools on top were fine, all the big tools in the bottom part had rust on them. I had even Gorilla taped the sliding door shut to tighten the seal. The sliding door is a really bad design because it has to be relatively loose to slide. It's plastic on plastic with no metal tracks to guide it. I only had four tools on the bottom, so it's not like it was over packed. You are better off paying a little more to get a more durable and weather resistant Tool Chest where you don't have to worry about it opening when moving it.
