Yes, two of the four wheels have locks. They recommend placing the locking wheels at opposite corners but it's up to you.

Yes,it comes with 2 locking wheels. I installed one in front and the other on opposite side in the back. It stays in place.

The manual says "Top panel can hold 50 lbs. evenly distributed. Drop leaf shelf can hold 35 lbs. evenly distributed".

Bottom shelf has 16"H space. Top shelf has a 10 1/2 "H space if you are not using the included tray.

The cabinet snaps together in a jiffy, We keep our grill tool inside. To protect the top of the cabinet, I use a silicone mat under the grill. Wheels make the cabinet easy to move for cleaning. Went together good except for left side and back needed some extra muscle to fit them together. No tools needed until you put handle on door, everything pops together. It was a little tricky putting it together outside on a really hot day, we didn't look under the shelf at the back corner. After remedying the oops it was just right.
