This is NOT an Egress window. Check your LOCAL code but it wouldn't pass for a number of reasons.
Egress windows shall have a clear opening, measured when the operable part of the window is
completely open, of 5.7 square feet.
That's 821 square inches. The one you mentioned at best is only about 651 square inches and I am sure that it is not completely clear at those dimensions.

¾ Minimum clear opening height = 24 inches.

The sill of the window shall be no more than 44 inches above the finished floor. These small windows are usually installed near the ceiling much higher than 44 inches.
- PLUS you'll have a pane of glass folded down that you would somehow have to climb over.

It will depend on the persons size who needs to escape. Most children will definitly fit through up to your average adult.
A plus size person will likely not fit

Answer: 
I just had a minimum sized egress window installed and inspected; and the size of the opening is 28x40. Again, I was told that this is minimum size acceptable. Hope this helps.

Rated 4.0 out of 5.0 by It does the job. There are several ways to install this window. It seems it is meant for new construction, but can be modified for replacements. I framed mine in with 1" lumber which covered the drain hole so I caulked it in. Hopefully that will keep water from seeping in for years. January 6, 2016

Rated 5.0 out of 5.0 by Great Value The Tafco hopper window is a great value. Ideal for replacement of a basement window. I bought one first to try it out. I'll be ordering another 3 to replace the rest of my basement windows. Installation was simple. My opening was 1/4" bigger in both directions than the replacement window with the fins cut off. I slipped the new window into the opening, installed a few shims to center it and then I spray foamed the crack. I didn't bother screwing the window into the concrete. That way I don't have any screws showing and there's no way it's coming out. As others have mentioned, the window is either fully open or fully closed. At least with my window, there's no way to have it partially open. Also as others have mentioned, it's quite difficult to remove the screens if you don't know how. I figured out it was easier to remove the screen from the outside. This is the procedure I used to remove the screens- The screens have a plastic corner fitting in each corner. Using a screw driver, I pushed down on an indentation in one of the bottom corner fittings, to force it into the bottom track. This allowed me to remove the top corner of the screen above it from the top track. I did the same on the other side and I was then able to remove the screen. I highly recommend this window for replacing a basement window. The price is right and it looks great. April 13, 2015
Rated 3.0 out of 5.0 by Basement hopper window, I ordered 3 of these windows. The all arrived safely packing in separate packages in about a week. First thing I noticed when I unpacked one and opened it was that the window was not attached to the frame. Turns out the manufacturer forgot to install the hinges on all three. I contacted them and hinges were sent out. Two weeks later when they arrived I quickly realized that no screws were included. This is becoming a bit annoying. The window itself appears to be fairly good quality. The frame looks good. As noted in other reviews, the latch is high density plastic, contrary to product description of "metal latch". I am not too concerned about that, they are secure, though rough use could break handle. Overall, I think I will be happy with these windws after I get the hinge issue worked out. The price is what attracted me to this window and I believe it is a good deal. December 12, 2011
