If the diameter of the bolt is less than 3/16 of an inch it will fit in the jaws, but the bigger the bolt cutter the easier it will be. I would recommend going with the 12 in or bigger.

The 8 in. bolt cutters are not suitable for cutting padlocks. Extra leverage will make your project easier so 14" or larger are recommended.

Wire shelving would be very tough to cut with the 8 in. mini bolt cutter. We recommend at least the 12" for extra leverage and easier cutting.
