Correct information per Toto:
CST454CEFG#01 = C454CUFG#01 bowl + ST454E01 tank (1.28)
CST454CUFG#01 = C454CUFG#01 bowl + ST453U01 tank (1.0)

I just got off the phone with a helpful rep who claimed he was escalating this for attention.
Bottom line:

I don't know for sure, but it seems like it has to 1.0. Tot's site has it as 1.0 and they have the CST454CEFG as the 1.28 model.

Toto Website has this model number as a 1gpf, but this clearly describes a 1.28 gpf

Answer:
Mine is model CST454CUFG#01, and this is 1.28 gallons per flush. I have verified that with the city water meter after installation as being quite accurate. The Toto website, at least when I look at it, calls this a 1.28 gpf toilet. The Home Depot listing is inconsistent and sometimes shows it as 1.0 gpf, which is wrong.

Answer:
There are two different models. One is 1 GPF and is primarily intended for the California market. The other is 1.28 GPF. We bought the 1 GPF model from HomeDepot even though we live in Arizona. We were a little concerned that it might not flush completely every time. But we are very happy with its performance.

Answer:
My model CST454CUFG#01 is higher than standard. The porcelain rim is 16.5 inches above the floor, and the seat adds one to 1-1/2 inches more depending on manufacturer. My old toilet rim top was 14" from the floor.

It is 16.5 inches from floor to seat mounting surface. It is about an inch too tall for us since we are short legged folks. But we are very happy with this model anyway.

Answer:
The bowl rim is 16+ inches from floor. With seat and lid added, it is 18" from floor. The toilet is considered comfort height. Standard height is around 14 1/2" from rim to floor without seat measurement added.

Rated 4.7 out of 5 by 25 reviewers.
Rated 5.0 out of 5.0 by Worth the small extra cost Between the tornado type water flow and the glazed bowl material, we have not had to use a toilet brush after a flush since installing. Slightly higher seat than our previous commode. I really like the height (5"11 male) and my wife (5"5 female) is indifferent about the height, so net it is a positive. 1gpf is exceptional considering 2 flushes per day per person, we save 2.4 gallons (4*.6) per day. That is a savings of just short of a thousand a year!!! Only minus is that on a 12 inch rough in, the back of the tank touched the wall behind. Very tight fit, but it fit nonetheless. I highly recommend this commode! September 6, 2016
Rated 5.0 out of 5.0 by Drake II toilet My husband installed it with no problems. It works well and is very attractive. August 23, 2016
Rated 5.0 out of 5.0 by Great toilet. The toilet is great. It does have a bit of a hard shut-off on filling as others have mentioned. Also, the tank is a 1.28 GPF even though it goes with a base that is 1.0 or 1.28 GPF. Overall, I am very pleased with my purchase. August 30, 2016
Rated 5.0 out of 5.0 by Best flusher ever Does exactly as described Very comfortable height Fantastic flusher August 9, 2016
Rated 3.0 out of 5.0 by Missing Screws and no Toilet Seat Covers The toilet was missing screws had no ring nor did it come with a seat covers. In fact one of the toilets was delivered shattered and it takes 10 days to order with very little support from Home Depot. August 30, 2016
Rated 5.0 out of 5.0 by Royal flush We are totally satisfied with every aspect of the toilet, especially the ease of cleaning. The only problem we had was that it took 2 toilets to make one. The packaging and/or handling could be better, The first toilet came in with a cracked tank (which I didn't notice until I had installed the bowl) and the second come in with a totally broken bowl. So, it took longer than expected to be able to use my new toilet. Glad I have 2 bathrooms. August 11, 2016
Rated 5.0 out of 5.0 by It has only been installed for two days but so far I love the look and performance. For using one gallon per flush the toilet performs very well. We've only been using it for two days but so far so good. As far as ease of installation I can't comment on that since it was professionally installed and I did not inquire as to whether it was a problem. August 13, 2016
Rated 5.0 out of 5.0 by Drake II 2-Piece Toilet We bought one of these a couple years ago and really liked it so we purchased this one for our other bathroom. The title says it's a 1.0 GPF, but I think it's actually a 1.28 GPF. It's exactly like our other one. August 10, 2016
