does this come with two racks. front and back?

is this a complete set?

the SKU indicates a single set (front and back) The T-Rac has built-in toolbox mounts, so you can add a tool box any time without removing your rack. It also comes with 8 black aluminum tie-downs: 4 integrated cleats on the vertical bars, and 4 sliding anchors for the cross bars. The cross bars have an accessory slot on top and bottom. T-Rac Pro2 is heavy duty and looks great with its rounded aluminum bars, silver powder coat finish, and hidden stainless steel hardware. Made in the USA and backed by TracRac's lifetime Warranty.
