Yes, this can be layed over any surface, but keep in mind that all self stick title need a surface to stick too, so doing the adhesive mix before would be a great idea.

Answer:
I have no experience with congoleum, but you can definitely lay these over existing tiles and vinyl.
The vinyl tiles I had existing were decades old; but the peel and stick process of these tiles was sufficiently adhesive and I had absolutely no problem. It has been 6 months, and the tiles are here to stay, and look great.

Yes, as long as the surface is smooth, clean, level and dry. I had one section in my project that I had to use a thin set concrete to level it out and the tiles laid down perfectly.

Yes. I used additional adhesive and it looks great. Let it dry a few days before grouting. I don't remember the name brand of the adhesive but they sell adhesive at any hardware store. 30 tiles to a box.

Well, my first question would be WHY THE EXTRA GLUE? if you are having issues with the tile sticking to the floor, then I would use a prep material that will give the surface a very sticky surface. I had concert floors, so I "painted" a special liquid that gave the floor a very sticky feel, this added to the sticky back of each title, increasing the bonding to the floor. I would go to the store and find the best prep liquid for your type of surface. this should add to the bonding plus not add any thickness between the tile and the floor. Hope this helps. Read Less

Rated 4.7 out of 5 by 77 reviewers.
Rated 4.0 out of 5.0 by Easy and looks high end Would have been super easy, but the grouting takes some finesse. However grouting was worth the effort and the tiles look way better than expected. Very easy to trim as well. Just score the tile with a utility knife along a straight edge and it breaks right along the line with your hands. I also like how the printed pattern/texture is random enough to make it look natural and with 70 or so tiles I didn't notice any duplicates. March 7, 2016
Rated 5.0 out of 5.0 by So far so good. These tiles are great. They look like real ceramic, they are easy to cut, and after you add grout its hard to tell the difference from real tile. Also they are not cold like real tile, a plus for a bathroom. I did 2 bathrooms with this tile: (used 1/4 spacers for a wider grout line) sealed grout 24 hrs after On 1st bathroom I just scraped all the old glue up and stuck direct to the subfloor, it had some areas that didn't stick very well. On the second one I decided to add a piece of thin underlayment ply and then used Henry's feather finish to level out low spots. I also put down some of that pink vinyl prep floor primer, and the tiles stuck like crazy. I used simple grout Delorean Grey and I am pleased with the results. (see photos) November 2, 2015
Rated 5.0 out of 5.0 by Love this flooring! We just Layed this down in our kitchen and grouted it with Delorean grey one step grout and it looks amazing! The tiles are a medium grey and the grout we used is a light grey so it pops nicely! It's a very time consuming job but the end result is totally worth it! It Looks like real tiles when finished, if you grout it. They are hard to cut and snap it takes some effort , but a nice sharp exacto Knife does work well with force. Clean with mild soap or Armstrong once and done as recommend by the retailer! No steam mops and don't seal this flooring! Enjoy your hardwork! April 8, 2016
Rated 5.0 out of 5.0 by Bathroom floor Love this product. It was easy to install and looks great. We went with the reviews and grouted it with the delorian gray simple grout. May 24, 2016
Rated 5.0 out of 5.0 by Great Product Easy to Install This product is much easier and quicker to install than ceramic or porcelain tile and is a perfect DIY project. This is my 5th time using this product and all installations have turned out great. The first was 4 years ago...my aunt's kitchen. Nobody believed it wasn't "real" tile and a few got down on their hands and knees to check it out. Since then, I have used it on my friend's kitchen, my bathroom and kitchen and the latest was my mom's laundry room. I have always used the recommended bond enhancer and have had no problems with tiles lifting. Since the tiles are much thinner than porcelain or ceramic, the amount of grout needed is minimal and is much quicker to apply and clean off. This product is an excellent choice for use in kitchens (total redo or just flooring alone)...especially if "raising" the floor height will pose a problem for dishwasher fitting under counter top or tall cabinets fitting under an existing bulkhead...no trimming bottoms of existing doors and no floor height difference into adjacent rooms. Many thanks to the Kitchen Designer at my local Home Depot for taking the time to show me the many flooring options available and helping me choose the product and color that would best fit my needs. Rated 5.0 out of 5.0 by Great Product. Easy to install and looks great! I would recommend this to a friend. May 20, 2016
Rated 5.0 out of 5.0 by Love this product, would buy again I really loved the color and ease of applying this floor. My only concern was it seemed not all the tiles are truly 12x12 September 29, 2015
Rated 4.0 out of 5.0 by easy to install I have installed this tile in two bathrooms, one in a basement on concrete and the other in an upstairs bath on a plywood subfloor. I followed installation instructions using basement proofer on the concrete and henry brand primer on the plywood subfloor. I also grouted both floors. The basement has been in use for about 10 months. So far no issues at all. Upstairs bath has only been in use about 2 weeks, but so far so good. I think tile looks good and is much easier and quicker to install than ceramic. Note: I used the pre mixed Simple Grout. Don't grout too much at once as this stuff sets up a little fast. A mixture of half vinegar and half water will help clean off haze. February 10, 2016
