Vulkem 116 has a 30-year history of delivering superior
primerless adhesion to porous substrates, which makes it the
choice for sealing expansion joints in commercial construction
applications. Vulkem 116 is also suitable for certain water
immersion applications and is rated for 25% movement
capability. The cure of the sealant can be accelerated with the
addition of the Vulkem Catalyst 45/116.
Vulkem 116 is an excellent general-purpose sealant designed
for use on poured and precast concrete, masonry work, window
and door perimeters, and similar types of construction joints.
Vulkem 116 is approved for exterior use only.
PRIMING:
Where deemed necessary, use Vulkem Primer #171 for porous
substrates and TREMprime Non-Porous Primer for metals and
plastics. Vulkem 116 typically adheres to common construction
substrates without primers; however, Tremco always
recommends that mock-up or field adhesion test be performed
on the actual materials being used on the job to verify the need
for a primer. The field adhesion test can be found in appendix
X1 of ASTM C 1193, Standard Guide for Use of Joint Sealants.

Answer:
Yes Vulkem is designed for use on concrete and masonry no guarantee on how the stain will take to it though, that would be a question for the stain manufacture. Copy this link to get to the Vulkem Data Sheet...

Rated 4.8 out of 5 by 13 reviewers.
Rated 5.0 out of 5.0 by Did the job I purchased this product on the recommendation of a wise old concrete contractor. I was getting a trickle of water in my basement whenever it rained. The contractor came out and looked at the patio. He said it appeared to have settled and was directing water back to my house. He suggested I try Polyurethane Sealant as he remembered road crews using it on bridges. I applied a bead between the house and the patio three weeks ago and have had no water what so ever since and we have had numerous heavy rains. Hopefully my problem is solved. $6.15 vs $6000. Good deal. May 10, 2016
Rated 5.0 out of 5.0 by Vulkem caulk This stuff goes on easy and last a long time. Great product March 8, 2016
Rated 5.0 out of 5.0 by Stops leaks My handyman applied Vulkem around the area where my septic pipe goes out the basement wall to stop water from leaking in during heavy rains. It lasted years before the seal broke in a horrific downpour. I actually haven't used this container yet to re-patch but this is a super sealant. December 8, 2015
Rated 5.0 out of 5.0 by Best Caulking and Sealant Used it for years, great stuff. Can't beat Polyurethane. June 4, 2015
Rated 5.0 out of 5.0 by Looks nice, seems to stay a little soft to expand with weather conditions We installed this product a few weeks ago, but so far so good. It looks great and matches our finished concrete porch nicely. The product seems to stay a little soft, which I assume is to expand with different weather conditions. November 13, 2014
Rated 5.0 out of 5.0 by Excellent outdoor sealant! This sealant works great and is the right choice for outdoor application. I re-sealed the 27 year old crumbling sealant that was between the siding and the chimney. After scraping the old sealant away this stuff created a perfect bond between the brick and the siding. Rated 5.0 out of 5.0 by Easy to work with Product was great. Difficult cleanup on surfaces other than what you want it on. Check the product when it arrives. 2 of 12 tubes were damaged by what looked to be due to the manner in which they were packed (thrown loosely into a box with no packing). Not a good thing to see when you are deep into a project. August 26, 2014
Rated 5.0 out of 5.0 by Best Gutter caulk I've used It is not too sticky and smooths out well. Easy to apply and clean up. Great for filling the cracks in aluminum gutters at the corner seams. October 14, 2014
