can this be installed after the deck is completely built

we get standing water under our deck and it leaks into our basement. Can this be installed at anytime after the deck is done?

This could be installed after. It might not be 100% water tight as you have to install it between the joists or under them. It wont protect the joists as the manufacturer suggests, but it might move the water away from the house under the deck.

Can I extend drainage system for more than 16 ft?

Can they be spliced. My deck is 22 feet.
