Can you only screw the jack for 9 inches of travel?

This question is from Wonder Jack/Axle, Wheel and Ext Plate Pair

It says 18-36" for 18" of travel. I read else where that the pipe that the wheel attaches to is only 9" long and that seems about right in the picture as the holes on the "body" of the jack are 4" apart. Thus I can't see how you can get 18" of travel without including the fact that you can change the mounting position(which can't be done on the fly/in the water).

Wonder Jack/Axle, Wheel and Ext Plate Pair is rated 3.0 out of 5 by 6.
Rated 1 out of 5 by from Instructions not included, nor can they be found on-line Attempted to install this on a new Craftlander boat lift, however without any instructions on how to mount it to the frame, I had to install the lift without the wheels. I have sent e-mails to the manufacturer and Home Depot but have not received any reply. Looking at the options for adding wheels to the lift this seemed to have the best value.

Rated 3 out of 5 by from Performs as needed, needed additional fabrication to mount and prevent flexing Mounting hardware should include brackets allowing the mounting frame to be as low as the bottom of the wheel. Needed to fabricate "backing plates" for assemblies for mounting to prevent flexing when moving lift. A lubrication point for yearly maintenance should be added rather than removing unit from lift to service the jack. Pricing at Home Depot lower than other sources.

Rated 4 out of 5 by from Functions as described Works and functions as described. Mounting hardware should include brackets allowing the mounting frame to be as low as the bottom of the wheel.

Rated 3 out of 5 by from Good Price The extension plates are too thin and bend as soon as you move the lift. I replaced the plates with 1/2" aluminum plates and all work well

Rated 3 out of 5 by from Had hard time getting wheel to fit on axle using both washers, not enough room for pin using both washers. Not sure why shaft is short, installed wheel from both sides and there was not enough room to use both washers and still install pin.
