Can this be used on painted wood for a high gloss seal?

Yes, Varathane Polyurethane can be used on previously painted wood. Be sure to follow the paint manufacturer’s directions for application of the paint and ensure it is thoroughly dry before applying Varathane Polyurethane. Also, testing is particularly important when applying over paints or stains as the appearance of these products may change when an oil-based finish is applied.

For best results, apply Varathane Polyurethane using a good quality natural bristle brush or applicator.

Can this be used over an epoxy coated tabletop?

Yes, Nikki. To ensure proper adhesion of Varathane Polyurethane, surfaces must be clean, dry, and free of wax, grease, oil, shellac, lacquer, mildew, and polishes. Old finishes in poor condition should be removed. Sand using 150-220 grit sandpaper to obtain a smooth surface. Remove all sanding dust using a vacuum, tack cloth, or cloth dampened with mineral spirits. We strongly advise testing the product in a small inconspicuous area first to ensure compatibility.

Rated 4 out of 5 by from the best stuff Oil-based polyurethane is the best way to go. It gives a much tougher finish than water-based, and the smell is really not that bad and goes away quickly. To satisfy government VOC regulations, the can says you cannot spray it, but here is a secret - it sprays just fine! Of course, make sure you have adequate ventilation, and wear protection. Cleans up with mineral spirits. Can be tinted as well. I use it on guitar projects, where it polishes up to a mirror finish - the 'wet' look, with a slight yellowing that I like ( water-based does not yellow. )
