Answer: 
Yes, Varathane Oil-Based Spar Urethane can be used on painted wood surfaces. We recommend allowing the paint to dry for 7 days before applying this product. Keep in mind that the product is going to amber in color and may affect the color of the paint. For best results, we recommend testing the product first in a small inconspicuous area to ensure the desired results.

No, it is not for use over paint. Only treated or untreated wood.

Two coats..hard as a rock and as close to epoxy as you will ever see. $6 dollars in brushes big deal. I know they say bristle brushes...nope. Have a regular old hair dryer or heat gun ready and foam brushes WILL WORK! Smooth it over one more time and hit it with the heat...bubbles pop and it is glass A day later...dare you to chip it September 12, 2015
