Yes it can! The oscillating feature is controlled by a knob on the top of the motor. By pulling the knob up or down, you can turn the oscillation feature on or off as needed.

Once I mount it up high on the wall, can it be a adjusted to point downward, if so, at what angle can I tilt it downward?

From it's original position, you may tilt the unit 45 degrees upward or 45 degrees downward.

This does not come with a ceiling mount and should not be mounted to the ceiling.

It has about the right spread of air and is very quiet for such a large fan. I use it on low speed for quietness, but it's not too loud for me to watch movies and seminars on medium speed. It was easy to install and mounted sturdily to my concrete basement wall. It had plenty of adjustability for my application. The motor seemed to be much higher quality than the fan I got from Grainger for my last workout room. I've built 3 workout rooms over the years, and this is by far the best cooling fan.
