Can these be used for Indian 4 hole and 6 hole flute making? Or are they too brittle to saw and drill?

Cut with 140T saw blade and drill with wood bit very gently.

Sure, bamboo has been used to make multi-story scaffolding for a long time. Like any table or wall or scaffold, the legs will need to stay plumb in order for a table to be sturdy. Metal running inside probably is not necessary, metal is strongest in tension, bamboo will be plenty strong in compression which is what a table needs.
