Answer:
The ladder length is measured by the total length of the ladder's sections. The 16 foot extension ladders are made of two 8 foot sections. When assembled and extended to the maximum, there is three feet of overlap to keep the ladder safely assembled. When fully extended, this ladder has a maximum working length of 13 feet.

16 ft. Fiberglass Extension Ladder with 250 lb. Load Capacity Type I Duty Rating is rated 4.6 out of 5 by 19.
Rated 4 out of 5 by from When Is A 16' Ladder NOT A 16' Ladder?? This is listed as a 16' ladder because it is made up of two 8' sections. However, it will NOT reach 16' ever! You would have to glue them end to end for that. This contradicts everything in the specifications and I'm surprised some enterprising lawyer hasn't sued them for false advertising. You need at least 3' overlap to secure the two sections together safely, That reduces it to 13'. Leaning it against a wall further reduces the usable height. On the side of the ladder it lists 9'5" as the maximum usable height. So buyer beware. I found that this ladder was more than enough for cleaning gutters on a single story raised ranch and smaller equals lighter which is easier to manage. However, if you need more height you should consider a so called 20' or 24' ladder. Other than the false advertising this is a well built ladder that is easy to handle. If they were more honest about the specs I would have given it a 5 star rating. Just make sure that you're getting what you need.

Rated 5 out of 5 by from Great Ladder This is a solid ladder. So much more stable then a comparable aluminum ladder. Good price, too. Light enough to carry with one arm.

Rated 5 out of 5 by from Werner 16 ft. Fiberglass Extension Ladder I bought this ladder because my old wooden step ladder was dangerous and needed to be replaced. I like the extention ladder much better for working on projects outside. I bought this ladder based on the Werner brand name and its anticipated utility. The ladder is well-made, strong, and relatively light-weight. I only use it around the house, not professionally, so I expect it to last iindefinately.
