Some sturdy scissors or tin snips would probably work well.

Answer:
Shouldn't need to cut them, will losen up after several uses. If still way too big, use a sheetrock style knife to cut off from bottom. you can cut a notch out for the first rung.

Answer:
The Werner Co does not recommend modifying any product in any way. The covers are designed to fit over the top of the ladder, and extend down the rails to ensure a tight fit.

Answer:
If you are talking about not being able to reduce the ladder to the minimum height, I would live with the inconvenience because the benefits out way this small matter. You would have to cut part of the rubber and this would reduce the ability of the part to stay connected to the ladder.

Answer:
No. I just measured mine and they are a snug fit on a 1" by 3" ladder end so at 1.5" by 3.5", they would not stretch enough to fit on a 2 by 4.

Answer:
I believe they would, with a little effort or trimming of 2x4 they should fit. I have them on my Werner 16' alum. Ext. ladder, I also have a pair on my Werner 24' fiberglass extension ladder, that I bought several years ago.

They're not designed for that but if the edges of the 2x4 were rounded and smooth it would probably work.

Answer:
Not sure if your question, the covers just slide over the ends of the ladder which sets against walls.. No tools needed. If you are asking how to strap on the covers, again no need to, they slide on easily

They are hollow in the middle and open on the bottom so they slip over the end of the extension ladder.

Extension Ladder Covers (2-Pack) is rated 4.5 out of 5 by 59.
Rated 2 out of 5 by from Marginal Represent as being for Werner extension ladder, however once they were on our ladder we could not adequately collapse our ladder and use the tie straps. They were extremely difficult to put on and impossible to get off. We liked the idea of using the plastic covers but are going back to rags and duct tape.

Rated 1 out of 5 by from These Things Are Junk Made of foam rubber that tears and wears quickly. I wore out the printed design just testing the product on the sheet rock in my garage. The next day the cover was torn when I let the ladder down. Waste of $10.

Rated 4 out of 5 by from More variety is needed on those simple lader covers! Besides of many years of popularity of those covers they could be of various popular colors: red green, yellow, black, brown, orange, "silver", "golden", "bronze", apple green, florescent pink etc. They could be reflecting in a dark(whilst carried on a top of the vehicle) ! They could be of better shape, because retractable ladders do not shrink to compact shape wearing them; it's not convenient for storage or transportation. Could be coming in different sizes.

Rated 1 out of 5 by from Leaves marks on interior wall I purchased these covers to protect an interior wall while painting. Werner says they are scuff-proof. The blue scuffed off on the previously painted wall. I had to wrap towels around them so they wouldn't leave blue marks. Something designed to protect the walls shouldn't damage them! I've now seen online where other people had the same problem.

Rated 4 out of 5 by from Essential Ladder Upgrade If you value the surface and/or paint job of the structure you lean your ladder onto, these covers are essential. Better protection against scratches and stains than the hard plastic ends that are part of the extension ladder. And, as an added bonus, the soft, foamy, material will improve the "grip" of the ladder on most surfaces.

Not only does it keep the ladder from scraping the siding but also helps to keep the ladder from sliding from side to side. Highly recommend.
