Answer: 
A Low Ph stripper for sure if you must strip it!!!
Try a small tiny area that you cant really notice and do a test...
Make sure it doesn't bleed,
Brush is safer than pad on machine if that's what your using too...

I need to rip up vinyl tiles, in order to have new ceramic tile put down. These are asbestos tile, and I will take the appropriate safety measures. I cannot afford to have them professionally removed. I just need to know if this product would be better than just plain water to loosen the tile backing and minimize the asbestos particles released in the air.

You should not disturb the asbestos tiles in any way. There is no way to prevent the particles from releasing when you attempt to remove the tiles. "Minimizing" is not an alternative. Disposal, then becomes an even bigger and more dangerous health hazard, both to you and to anyone else that subsequently has to handle the tiles.

MIXED THE STRIPPER AT A 4:1 RATIO OF HOT WATER TO STRIPPER. I ONLY MIXED ENOUGH TO DO A 4'X8' AREA, DOING ONE 4'X4' AREA AT A TIME. THIS WAY THE STRIPPER STAYED HOT AND WORKED BETTER. I APPLIED THE STRIPPER WITH A RAG. AFTER LETTING SET FOR 5 MINUTES I SCRUBBED THE AREA WITH A BRUSH I BOUGHT AT HOME DEPOT. I CLEANED THE AREA WITH HOT WATER AND A TOWEL. MAKED SURE TO KEEP THE RINSE WATER HOT AND CLEAN. I WORE RUBBER GLOVES TO PROTECT MY HANDS. AFTER THE FLOOR WAS STRIPPED I APPLIED 2 COATS OF ZEP STAIN RESISTANT FLOOR SEALER. I FINISHED THE FLOOR WITH 3 COATS OF ZEP HIGH TRAFFIC FLOOR POLISH. THE FLOOR LOOKS LIKE NEW AGAIN! April 8, 2016

Applied per instructions and used a hard brush scrubber…… Then went over it with my carpet cleaner to rinse completely….. No results, so I applied full strength over the floor to remove the greasy grime….. Let sit for 15 minutes……. Rinsed – Zero results…….
