If not, are there other tension rods that can be CUT to fit? Or perhaps other tension rods that are the size I need (not the ones with rubber tips)? The minimum size for most tension rods appears to be 41 inches, but I need 36" or less minimum.

The holes in my curtain are small and I don't think they will slip over the ends, but do look like they will fit the rod.

My contractor bought this for the bathroom remodel, but he threw out the instructions, and I'd like to look at them, as it keeps slipping and falling down.
