Can this be used over a concrete slab and then have Luxury Vinyl Plank installed on top?

Happy to help, Jack! Rust-Oleum Zinsser WaterTite Mold and Mildew-Proof Waterproofing Paint can be used under vinyl as long as it's cured. It's also best practice to check with the manufacture of the plank to make sure that they're okay with the product over an acrylic paint.

Happy to clear things up, Dave! Rust-Oleum Zinsser WaterTite Mold and Mildew-Proof Waterproofing Paint is suitable for use over previously painted non-glossy surfaces. Please keep in mind, its waterproofing ability is then dependent upon the integrity of the previous coating. For best results, remove as much of the old coating as possible by manually scraping the surface, followed by thorough wire brushing. A belt sander with a 50 grit sanding belt is also effective. Exterior surfaces should be power washed or abrasive blasted to remove all loose and scaling paint and cement.

Outstanding product, much more versatile than DryLok if dealing with something other than bare concrete (eg., previously treated concrete block), not much odor despite oil based, can use Zinsser 123 primer and put latex finish coat if desired

Rated 5 out of 5 by from worked for us We had some seepage through our basement walls. The Dry Lok product had failed and was chipping off. We scraped of as much of the old finish as possible and applied this product. This first coat was not really easy to apply. We let it cure for about a week and applied a second coat which went on really easy. All the seepage is gone and the basement smells great. No odor from the paint or from mold. It looks brand new and very clean.
