Zinsser Cover Stain 5-gal. Oil Base White Interior/Exterior Primer and Sealer sticks to any surface without sanding and can be used under and over oil and latex topcoats. It features an oil based formula that seals stains from water, smoke, fire, nicotine and tannin bleed. Excellent stain killer and bond coat, dries to the touch in just 30 minutes.

Can this be used to cover water stained moldy basement block walls?

We have painted cement block basement walls and due to some flooding mold started to grow. Looking for a way to cover and seal the damage.

Yes, but be sure to ventilate well and wear a properly fitted respirator, designed for volatile organic solvent fumes. If you can't do that, use a No-VOC primer.

can latex be used over this as top coat

Absolutely. It can be used under either latex or oil finish. Be sure to let it dry thoroughly before top-coating.

will this product adhere to exterior siding that was previously top coated with varnish?

I used it on rough sawn cedar siding that was coated with varnish. Some but not all of the varnish had weathered away so there were some glossy areas left. Power washing dulled those shinny areas,

Rated 3 out of 5 by from Reformulated I'm a professional painter with 36 years' experience. In years past I used this as my go-to primer for interior raw wood and for difficult stains. I liked it because it dried in one hour to a chalky, soft finish that sanded beautifully. Now, after reformulation, it takes three or four hours to dry, and remains soft and gummy for 72 hours. It is much harder than before, and quickly gums up sandpaper. It still does stop the worst stains, such as felt-tip marker, tannin, and water stain, and I will continue to use it for that purpose. But it's just not the great product it used to be.

Did a wonderful job covering over some old Tongue and Groove and trapped the Tannin's and didn't allow them to bleed thru to the surface allowing us to apply the off white paint with no issues and a great finished project.

Rated 5 out of 5 by from Great "all-purpose" primer! As a contractor, this is my all purpose primer for almost all surfaces. With the exception of cabnetry, this primer works for block, wood and metal. We tint the primer to a medium gray for deep-tone finishes. In extreme cases, raw redwood and cedar, we apply two coats for maximum performance. (BTW..use the aerosol for spotting nail-heads on siding!)

Rated 5 out of 5 by from Nothing Else Performs Like It I've been using this product since 1995. I restore wooden sashes and sills on old Victorians here in San Francisco. This provides a perfect undercoat over my hardened and epoxy-filled work. I have left this stuff exposed in a ready-to-paint state for months while I tend to all the home's other windows and doors or wait out the rain. Because I often encounter oil-based enamels on ancient trim and such, this product is essential inside or out before top coating with a fresh coat of latex. No callbacks in over twenty years.

Rated 5 out of 5 by from Better than a latex primer in some applications I did not want to use a latex primer on weathered cedar siding because I was concerned about successfully covering tannin bleed and rusty nail heads. As an oil based primer it solved both problems. It seems to adhere aggressively and because it is fairly thick in body it covers and fills minor imperfections in wood such as cracks and small holes when applied with a brush. I had my paint tinted at the store to a light gray color as pure white (as it comes off the shelf) is more difficult to cover with a finish coat. It dries very fast and the instructions state you can cover it with a top coat after one hour.
