Since there's no guarantee, it's better to purchase a suitable blade, just in case you need it.

Do I need to refill the rental truck with gas?

Yes, please fill up the truck before you return it. Note the original fuel level when you receive the truck, and be sure to fill it with enough gas to match that same level. If you don't, you have to pay a penalty known as the fuel replacement charge.
