Yes ... but that's not how it's used. Wire ties hold it in place for the pour. It's a lot less dangerous.

Rebar is numbered by one eighth increments. Number 4 is 4 eights, (1/2 inch), number 5 is 5 eights, (5/8 inch), etc.
