No chance. These are designed to be decorative and require full backing support (drywall etc). They'd likely snap in just heavy wind, Buy the cheap pickets from the blue store instead.
Hello We have used this out side. It's thin and needs a solid backing to attach it to, with sealer stain or paint to protect it. We used this wood to make into shingles for a Nom house we made and stained it. Looks really nice. Good luck!
I can only share my experience. I did not treat it prior to installing it as a ceiling for my covered patio. I did treat it with stain after I hung it, 3 seasons with no issues.

Hello I'm sure you can paint it. I don't know if that wood comes with a stain on it, but for sure if you use and oil base paint it will last. Good Luck!
The USDA takes care of this country's forests and should have answers to questions of such. As far as woods harvested else where in the world, one would need to get in touch with that country's respective authorities to ascertain such information.
I think that would be very nice. Be sure to seal both sides and the edges....any moisture and you will see this board warping.
I think that it would look great and will work for your wine room.
