The whole 8 ft piece. This particular piece is NOT sold by the foot. Mainly just trim is sold by the foot at Home Depot.

It is typical for dimensional lumber. A 2x4 (nominal dimension) is actually 1.5"x3.5" (actual dimension). Same goes for 2x6. It has something to do with the milling process (saw blade thicknesses, etc.).
