That's the standard (nominal) measurement - just subtract 1/2" from any lumber "size" for the actual measurements...

why are some 2x4s less than 1.5 inches thick

Answer

Wood shrinks and expands with humidity and it's not uncommon to see a 1/16 to a 1/8 variation when lumber changes climates

Can it be used for roof

It's not recommended to use 2x4s for rafters, except over extremely short spans. Even then, 2x6 is better. Also, if you're going to be cutting them to length, it's better to buy regular 2x4s, not precut studs.

How much is a bundle and what are the prices

A bunk of 2x4s is usually 294 studs. Prices vary, according to location.

I ordered 5 2x4’s and 7 sheets of drywall...
I ordered 5 2x4’s and 7 sheets of drywall online for curbside pickup. When I went the next day to pick them up I called the curbside pickup number. After letting it ring a full TEN minutes I decided to go inside to get waited on. Inside I found employees talking behind the counter with no customers there. I had to ask someone to help me. They found my paperwork and had me sign the order. They handed me paperwork and said there you go! I asked where my materials were. They said it was over in the lumber area. I asked if they would help me locate it and assist in loading it into my trailer since I needed help with the sheets of drywall. One young man started walking toward the lumber area so I followed. He found a cart with my 2x4’s but the drywall had NOT been pulled and loaded on a cart. He helped load the drywall on a cart and we took the materials outside to my trailer where he helped me move the materials into my trailer. When he finished he turned and walked away. No “I’m sorry your order wasn’t ready” or “Thank you for shopping Home Depot.” To make matters worse, when I went to use the 2x4’s at home they were so twisted I couldn’t use them! I had to go to Lowe’s to find some straight lumber.
