I take it it will be more than two feet long, I made one (28" long) an not just a table or bench, I also use it like a latter, I'm over 245 pounds 2 X 4 will hold a lot of poundage.

When making the table, can I use plywood instead of 2 x 4 for the table top?

Yes but you might need to put bracing underneath to support the plywood so it doesn't bow.

Can the legs be painted?

The company says painting will void the warranty. However, painting will protect the plastic from degrading in sunlight and heat. I would roughen the plastic surface with fine sandpaper or a deglossing fluid (use on inconspicuous spot to test first) and use a primer made for plastic and follow up with whatever color you want. Try a specialty hammered or textured metal spray paint for a metal look if you like.
