A: Yes, you can use Tapcon screws but, I would avoid trying to countersink them. The trim is only 5/16 thick and you can easily lose some of the integrity of the trim. Use white Tapcon screws and take the screw in flat with the trim. Then fill in the screw slots with outdoor caulking. Glueing PVC can be tricky. Home Depot does carry Oatey PVC cement and Oatey Fusion cement , but you may need the PVC trim welder. It comes in a tube of 50mls. It's supposed to cure in 7 minutes. It can also be used to fill in the screws. If you use the PVC trim welder you will also need the a caulk gun adapter this is sold separate

A: it can, but its too wide and too thin for baseboard, hd have plastic 8' baseboard in the plastic board area, they are much better, no mold/mildew, cut like wood.
