How does this compare with a steel braided hose? In what instances is this tube used?

This one can be cut to the exact length needed to give a cleaner look. The SS braided hose is only available in fixed lengths. I have never had problems with either one. This PEX tube does not come with the nuts you will need to install it so you might have to purchase them if you don't have them from your existing installation.

The inlet and outlet size is 3/8 in. with the connection outlet size 0.375. is a rubber gasket used at the tank connection?

Yes there should be a rubber gasket used because I installed fluidmaster fill valve and it showed to use the rubber gasket already there. But, mine never had a rubber gasket so it leaked. I used a black round rubber gasket from something else and now it does not leak. Although, mine also did not have the insert gasket as shown here with this PEX toilet riser, so, maybe that keeps this one from leaking? However, it would be good to have on hand a black rubber gasket that fits valve and the connector in case there is a leak because it stops the leaking.

inexpensive option, BUT you must buy the tailpiece nut to...
inexpensive option, BUT you must buy the tailpiece nut to go with it if using this for a sink. Some say these lines pop, but I haven't seen any burst. Pex is pretty strong, but one shouldn't be opening up the valve all the way :-)

I recommend that this product not be installed using its plastic compression ring with a brass water shut-off valve that has a 3/8 in. compression fitting. I installed it that way, using only the plastic compression sleeve that came with the product. Initially, it did not leak. Minutes later, its tube came loose from the compression fitting, flooding our bathroom and part of our bedroom carpeting. I recommend it be installed only with a push-to-connect fitting for PEX plastic tubing.

A PEX toilet riser has been on each of my three toilets for 25 years. The only reason that I am changing one out is because I am changing the toilet and the current riser is too short. Unlike the fixed length risers, this one can be cut to fit instead of snaking curly-cues. At $2 you can't beat it. Do not be fooled by the "on-line only" designation - they are sold in most if not all stores.
