Maybe, but this adhesive goes on in a very thin layer and probably does not fill in irregularities very well. It was perfect for my job of attaching two pieces of foam for an upholstery application. I personally would use some kind of quality construction adhesive for your job since when pressure is applied, it will squeeze out to fill any surface irregularities and may make a better, stronger bond. But I am not a professional. I am not familiar with PL Premium. When I have doubts about a DIY job, I usually turn to YouTube for advice from professionals and other skilled people who often have clever ideas that I can use.

No, it is not suited for installing a product that heavy. It is a spray contact adhesive and would not give you good coverage for attaching large goods to the walls.
Maybe, but I would reference the note on the can that says: "For additional product health and safety information see material safety data sheet 22-4025-7 or call 1-800-364-3577 (1-800-3M HELPS)" It does emit volatiles and is not for sale in California and a few other states according to label information, but I think that is an environmental air pollution concern. However, I think it might be safe for pets when fully cured unless ingestion of particles is a problem. You should refer to the MSDS, or contact 3M at the number shown above to be sure. You can search the internet for a listing of MSDS sheets to maybe get a PDF copy.
Oh yes. I don’t know if it will hold up on the purse strap through, I’m not sure if it will take the constant movement etc associated with gripping the handle.
