The short answer: 3.5" x 5.5" x 8'. However, mills have variances, we use a water based pressure treatment process that can cause the wood's cell structure to expand & wood will naturally dry out/shrink as it ages. In general this will mean a +/- variance of approximately .25". Good luck with your project!

is it safe to use pressure treated lumber for raised vegetable beds?

NO. The magic that makes pressure treated lumber, rail road ties, etc. all rot resistance all leech chemicals into the soil. If you're spending the time to organic garden, PT wood maybe a poor option.
