A:  Those are the dimensions of the package. The bulb is 1 1/4 in diameter and 3 /7/8 in length.

A:  The bulb is closer to about 4" from top of tip to bottom of the base. It is a little bit taller and wider than the bulb I replaced but it works. The candelabra vase fit over the old bulb's width, but with the new bulb the vase needs to be in place first.
