I just put this up, hung vertically around my covered patio for shade. It provides about 40% opacity -- not the density it appears to be in website photos. Can see through from the inside, but cannot see through from outside. Air easily circulates. It is reed grass interwoven with a very fine wire, and is a very cheap stuff... overpriced. The brand name on my product is Vigoro.
I think the real problem is direct sunlight time and humidity. Mine gets direct sun most of the day and, of course, high humidity. The color starts to change and then the integrity of the reeds give way. I live in Florida and mine looks good for about a year. I am replacing now and considering coating it to weather proof!

I would think you can using small zip ties
You can cut it but it compromises the way the fence is held together and it most definitely is not sound proof
The wire is twisted at almost every slat. Cutting it won't make it fall apart.
