Can I use this on my garage walls in lieu of drywall? I already have the walls insulated and my garage is detached from the house

Drywall has the added benefit of being a fire barrier. You would be loosing that benefit if you use radiant barrier inside of an existing garage.

Can you install it over the old sheeting instead of taking the old sheeting off

Better not. Everything I read says for radiant barrier to work, there must be at least 3/4 inch of air space under the barrier. If the barrier comes in contact with anything, it heats up through conductivity.
