What causes a whitish film under leaves. Camelia plant is not growing healthy!!!

From what it sounds like your plant might have a mildew infection. To help get rid of this you will want to trim and remove infected branches and dispose of them, then treat your plant with a fungicide. Look for one that is formulated for Camellias.
