Yes you can. You just have to drill the holes in it for the handle.
The actual door opening measures 12” square. The frame around the the door measures 14” square. I wanted the door to fit tight in the hole I cut in the brick wall so, I cut it 12 1/4” square. It was snug. Hope this helps.
I installed this access panel in a brick foundation wall a year ago in order to create a better access to the water main shut off valve. I have not had problems with the door in function or with rusting.
