A previous answer was that it came with half screen as the standard size. It seems that is no longer the option as I just tried to place an order with half screen windows and the only available option is full screen, whether I chose a standard sized window or custom sized.
New construction has an outside mailing flange. Replacement does not.
Windows are measured in two different ways: "Rough Opening" (RO) & "glass size". As indicated by the second response, the RO on the 24x38 is 26.25 in. x 41.25 in., just as it is posted within the Specifications tab for that window. These are the numbers you'll need to frame the window properly. Never frame a window until you have a definite answer on the RO number, and even when you do know the number, always allow yourself a little extra in case the hole isn't perfectly square or the framing wood is slightly warped; usually an extra 1/2" added to the width & height is adequate, but the bigger the window, the more care you'll need to take on measuring & squaring the frame. The 24x38 measurement is the glass size, meaning it has 6.33 sq/ft of potential lighting space. This number is used by your local building inspector to calculate the minimum requirements for emergency egress from the room, potential sun-light space for the room, and heat loss/gain (if your building inspector is advanced enough). The first response was definitely incorrect and judging by use of the "cut back" phrase, was likely intended as the number required for a replacement window, not a new installation window such as this style.
They should meet requirements since both panels tilt and are wider than 20" and taller than 24" each panel, so long as you don't install them more than 44" above flooring level in the sleeping area.
Only window in that chart that is 70 series, double hung, .25 SHGC, .29u is Smartsun with Argon.

It looks like you ordered the Double Hung. These are designed to be cleaned from inside. To clean the lower, unlock the window in the center, raise up the lower window as you are opening it, 3-4 inches open, find the latches on the top of that unit you are lifting. You will need to slide those latches toward each other(inward) with both hands, I use my index fingers as I grasp the upper part of the window. When you slide the latches inward, give the top of the window a slight jerk toward yourself. Lean it down gently against yourself to clean. If you prepare in advance, you can either remove the lower sash or let it rest onto an object that will not break the glass ( towel, table, chair, box, small ladder), while the lower unit is resting, slightly jerk downward on the upper sash and lower it to a level 2-4 inches above the lower sash and let it rest as best levelly as the lower unit. Use a towel between them to protect both. clean the upper, raise it, and slightly snap it back into the opening. Move that sash back to the closed position. Clean the lower and put that one back into the opening as like the upper. Close the lower and lock. Tada
